Do you think age ratings are effective at all?
Relative to your countries age regulation board, of course.
In Europe, for videogames we have a board called PEGI who's absurdly inconsistent and strict. Like, Spider-Man is rated 16.

I believe they're largely ignored, so no.
which is the fault of the parents
I don't think normal parents care about that. At least in my experience unless it's too raw they'll ignore pretty much everything else
Played Leisure Suit Larry when I was 9. Rating was 18+ so I’d say about 50% effective
I wouldn't rely on them. If my kid was asking if they could play or watch something that I wasn't sure about, I'd assess it myself.
The game ratings are prone to being influenced by politics in different regions, just like movie ratings. Look at Hatred, which got rated AO in North America for violence due to people getting up in arms about it. Personally it seemed more like something you'd see in a M game instead but that's just me. Someone outta make a similar documentary to This Film Is Not Yet Rated but for video games to cover that.
In america i think games and movies should have no rating at all. And anything and everything should be allowed in movies and games in america.

I wasn't asked to place blame, only if I thought the ratings were effective. 😏
They never were. We all know this.
they're effective as vague guidelines for parents and retailers. retailers don't have much choice [AGE RESTRICTED PRODUCTS], but parents can always just, like, ignore them, and buy the things for their kids. which they frequently do. sometimes, even, for good reasons.

they are obviously ineffective as prohibitions, but in most places that's not what they're actually designed to do
Developers and also the Steam authority don't want an effective Age rating system (or age restrictions). Because more the people will violate age restrictions, more they can sell their products. It's just a dummy Law just to show ''we care''.
I think parents should involve themselves in their children's media consumption instead of demanding the government raise their children for them. But then again, if wishes were horses beggars would ride, and if common sense weren't anything but a misnomer the government wouldn't have any means to justify it's existence.
Well they help parents with not having to play the games themselves before knowing if it's something for their child.
If parents buy 18+ rated games for their kids then I trust they know that their kids are ready for them.

Because who knows more about some child than their own parents? :D
