Do you think age ratings are effective at all?

Relative to your countries age regulation board, of course.
In Europe, for videogames we have a board called PEGI who's absurdly inconsistent and strict. Like, Spider-Man is rated 16.

I feel age rating doesn't work and it's only a show.

We already have puberty at age 8 or 9+. We can already reproduce at very young age. Society wants their family and children to fully explore their potential, so drinks, smoke, adult content can wait. Hence people create age ratings and people sue companies if they distribute contents for their "innocent" child. I believe that child has already learn more things than they realized.

It's probably more of a legal thing.

..ironically I was randomly scrolling my age verification multiple times to any year over 18 just to see a website (It was Greenman Gaming).

The things that freaked me out when I was kid do not freak the G/kids out. The under tens get it's just make believe and don't get immersed at all. I like my ability that I can trick my brain and scare myself into sissy mode over fake stuff. Ratings work on me, but not on the G/Kids. Nothing seems to phase then at all. So many times I heard "That is not scary" is unreal.

it did kids couldn't go out and buy em, you needed someone over 18 with an id card
