Somethings may be systemic. But it's overused to suggest some things are hard baked into practice, or law when they're merely common.
The problem with lazy overuse of dramatic language is indeed that it loses it's serious impact.
You play a card, and people roll their eyes. The word as argument tactic has lost it's importance.

It seems to me that it is a word that is inserted in a sentence for no reason.

Nah just 13 it gets overused a lot unlucky number 13 and all that.

Let's talk words that have 2 definitions... one of which is the opposite of the other. :^)

Race is another one. Race to the finish a Race of people. OMG is race literally race? Mind blown!!!??? So a race of people are just racing people? Is this all a competition then?
George needed a lot of help just saying. His ex-wife a lynch pin and making of prequels documentary just major lol. Some of the things George comes out with. He basically asks for people to stop him. Who is really going to go to George Lucas and say stop? No one lol.
