A ball mouse is the old mechanical standard used in computer mice, back in the days of yore.
As to whether optical or lazer is better, I'm going to go with optical. I've googled "lazer mouse vs optical mouse" and it looks like the consensus is that optical mice are the better choice overall.

Nevermind, realized I could look it up myself. Unless I misunderstood, laser uses infrared light while I guess optical uses the visible spectrum.
You're right: technically they're both optical. Lazers aren't visible though, and they supposedly work better with reflective surfaces, whereas optical mice utilize a visible light beam and appear to work better on non-reflective surfaces.
