Batman is not a "super" hero. He doesn't qualify. He is a well trained dude at the peak of fitness with gadgets. Nothing super powered about him at all. He is Batman not Snap Spine Man.

He's not a super hero, but afaik in comics he's one of the top h2h fighter in the Earth, genious level of intelligence, one of the top detectives there is, and he's at peak of human limits, might have surpassed raw strength limits of human maximum though. Afaik he's physically equal to Captain America but without his stamina or healing speed.

Even if you removed all his money and gadgets, i would still rank him above someone like Daredevil, when it comes to what he could do. He would still be street level hero, but he could always become city level, if he wanted to start creating stuff.

To be fair, Joker has survived and gone on to continue villainy after far worse than a spinal injury. He even got shot in the face once.

Superpowers have never been a requirement for the title. They're just supposed to be capable of far more than other characters in their universe.

Batman is a superhero because he has a Batsignal on the roof of GCPD, he has a fancy car he commissioned that does crazy stuff, he can beat the (second-)best martial artist in most disciplines at their own art (and if he can't, he'll just throw some batmarbles to trip them and beat them anyway), etc etc. Any of these things could qualify him.

Besides, DC has been kidding themselves with this "no superpowers" thing for decades. The guy can bench press like 600 punds and run like 30mph. Even if we ignore feats of writer-brainfart superpower, like when he's falling and catches himself by firing the grapple and somehow not dislocating his shoulder/fingers. Which is honestly even less possible than the superpowers they meant to pretend not give him.
