True, but even if he was guy with average income, he would still be able to create some gadgets, though nowhere near as high tech, and he would still be master of martial arts, excellent detective and very intelligent.
I wonder if people in Gotham would ♥♥♥♥♥♥♥ finally figure out who is the Batman, when they hear Bruce Wayne goes bankcrupt, and see Batman is using cheap low tech junk, probably made in China, and drives normal car painted to black.
I don't think he'd nearly have the kind of education/ability and martial training if he was an "average income" guy. I mean he traveled the world(~and the seven seas~) to get all kinds of training both martial and spiritual... can't do that on average income. At least not to the extent Wayne did.

The Spider-Man fights super villains with natural talent and his set of superpowers. Batman physically trains himself specifically to defeat hordes of armed thugs, super-powered villains, and some of the best physical combatants in the DC universe. as he is actually the best physical combatant in the DC universe.
and I'm pretty willing to bet that that man has something that would get him out of the webs in his utility belt or up his sleeve.
If Batman can beat Captain America I'm pretty sure he can handle Peter Parker.
