I don't think there were any official pepe profile pictures as far as I'm aware. Also this is only for the stuff being sold on the steam market, for quite obvious reasons. Nobody is going to file a DMCA claim on an unofficial profile picture or fanart because you're not making money off of it. Although I don't know if I'm even understanding you correctly.
That would be like me drawing some crappy Mickey Mouse in MSPaint and then claiming it's my "own" art. Good luck with that.
