Its a shortening of the phrase "in before".
It, along with a statement you could make is made in anticipation of something that is almost certain to happen.
inb4 locked would imply that I got to write something (whatever it was) before a moderator may (or may not) lock this thread.
Some people use it ironically or as a forum weapon. Others simply make the statement and move on.
