PCs could play games like Half Life in '98. So yeah, don't know about that "PCs less powerful than PS2" for its time.
Yeah 2000. PS2 comes out with GPU having 2.4 GPixel fillrate. Now show me 2000 desktop graphics card both capable of that and available to public.
The GF2 GTS alone had about 6.4 GFLOPS while the PS2's GPU and CPU combined had something like 5.4-5.5 if i remember correctly.

for this example lets say the xbox one is powerful enough to run windows 10
Oh man I'd LOVE to see your face when you google "XBOX ONE OS" and see that it does in fact run Windows 10 already.
The Xbox One is running a very lightweight, dumbed down version of Windows 10 and they can be considered completely different OSes. If microsoft used an actual build of Windows 10 on an Xbox one i don't think you would even be able to start a game.

Uhm, no? GF2 GTS had 1.6 GFLOPS and PS2 had 6.2 GFLOPS.

Why would it not? It's comparable to a PC with downclocked Piledriver "8-core", HD 7770 and 8GB of DDR3. Where I live people play games on Q2Q and Phenoms with Windows 10 just fine, so that thing should be able to handle it just fine. Although it would've left less RAM available for games, and that's pretty much why they use modified W10.

You guys are talking about something that had 32mb of ram, its ancient history and by no means is any console more powerful than the best pc.

Considering it will have Ray tracing and it's gonna be priced probably around 400 to 600, I'd say its GPU will be around the power of a 2060 SUPER at best. And because I have a 2080, yes for sure, my PC is more powerful.

Then go run Devil May Cry 3 on a PC with 32MB RAM. Or GTA: San Andreas. Or run GTAV on 256MB of RAM like X360 did.
Some things you can compare directly, some - not.

You could probably run anything if you lowered the graphics low enough. My point was this is ancient tech and even if a console had the best hardware (which it wont because low cost is whats in right now) the pc will always be equivalent and soon better. But now youre going to argue console has optimized games blah blah blah. Console has yet to reach 60fps, in which pc is far beyond at this point.

Don't mind the fact Famicom did run games at 60fps in ♥♥♥♥♥♥♥ 1983. 8th gen consoles did put gamedevs in a situation where they had to choose between framerate and graphics, and a lot of games are perfectly playable at 30fps.
That said, games that do benefit from 60fps like idk Tekken or Call of Duty do run on 8th gen at 60fps. I see no reasons for XSX to not support 120FPS, considering some game devs already leaked the info of their games having 120FPS mode on XSX.

The reason is very simple, it's that most TVs do not have that refresh rate so most people will not be able to use that amount of frames per second

What makes you think people would play competitive games on a TV?

Well, maybe the fact that training on a PC is pointless when the tournament will take place on consoles?
