I don't think there's software that exists that will get you around a need to program at some point, unless you're always happy with some other existing solution. You might look at something like RPG Maker too. I'm not aware of something like it for the genres you're specifically interested in, but I also wouldn't be shocked either.
Ultimately your issue will be the more the tools you're using negate any specific development or programming requirements the more limited you'll be to what's available out of the box. Although sometimes those limits spawn their own sort of creativity. After all the map editors in starcraft and warcraft spawned the MOBA genre so I'm not poo-pooing them by any means.

You need more than one software I think since a game also requires artistry music etc
