That's just nonsense American propaganda.The North Koreans have both their own domestic video games and arcade machines imported from Japan/China.
They also hav 4gbps intra-net so they can play browser games online.
Since I can't know the objective truth, I must go with the things I have gathered so far. Also, I didn't say they have bad Internet, I'm saying that if they are observed doing something out of line and the authorities find out, they end up in a forced-labor camp.

The US can't have fast internet speed due to monopolies and anti competitive laws when it comes to ISPs and phone services.
Singapore, North Korea, China, South Korea all have internet speed above 2gbps.
