Heroes and Generals is extremely pay2win or to put it more accurately pay2makethegamejustslightlybearable.
The game is so bad you have to literally grind to buy ammunition. Let the stupidity of that sink in. Fair warning.
For as much money as you would have to spend in Heroes and Generals to STILL have a crappy experience, you might as well just buy Battlefield 1.
It's not WW2 but Planetside 2 is a F2P, massive multiplayer shooter that's akin to Battlefield 2/2142 + Halo.
You unlock additional weapons and upgrades through XP earned in-game and it's not too grindy. It used to be really grindy but not there are so many XP bonuses, bonuses and free unlocks for new players that it's almost ridiculous. That said you can't unlock everything all at once but you should plan your weapon/upgrade progression instead of willy-nilly trying to unlock every random gun in the game.
