If it is inventory management that can be a lot more game choice than restrictive load outs with game that only generally only allow two or three weapons max. Oh I just thought about Far Cy 2 to 5 now. That has four weapons max at anyone time.
It´s still not exactly how you want it though, where you can only select a loadout beforehand, unable to make changes to it, during your mission. You´re looking for something really restrictive.
Team Fortress 2 maybe? In Single Player mode.

I never said that. I'm just looking for a game that lets you select weapons beforehand, rather than dumping you into a mission with a specific default gun. In MOH: Airborne and Wolfenstein you could select weapons before fights, but you were also free to pick up others on the field and swap out if you wanted.
Deus Ex MD I just stealth took down nearly everything in that game. I had cool weapons and tons of ammo I never even used much.
Haven't played it for a while but I'm sure Zombie Army 4 does before each part of a chapter or L4D2.

I suppose even Doom reverted you to just the pistol, but that was only if you died without saving.
If I'm not mistaken, you can even use future weapons in the 80's missions
