There's this game on playstation 1 i'm looking for (please read)

Okay so, i'm looking for a game on PS1, i cant remember the name but just vague parts i hope someone can help.

1. You are like a psychotic person out of a mental hosiptal
2. You have telekinesis powers that goes stronger as you kill more people (leveling up system? i cant remember)
3. It's 3rd person like max payne
4. at first you are up against mental people, as you go on people like you hunt you then the police then the military
5. Bald white guy is the player ?
6. it's gore, very gore for a ps1 game.

That's it. that's all i remember. I've been browsing through ps1 games but can't find it.

please can anyone help jog my memory if you know the name. it'd be so good.

(Not Parasite Eve, Not clocktower, not the game where your enemy's are monster plants, not the game where you are also from a mental and you kill people normally with very gore moves)

It reminds me of Psi-Ops, but that one is on PS2 I think.

no no no no, that guy is a military guy with psionic powers,

the main char is a weird guy from a hospital with psionic or telekinetic powers idk... but thank you tho
