Well, technically a nuke is a bomb but I wanted to say it.
Because you don't have two things:
1. Steam friends that live in Russia.
2. Program to hide your real location.
Lots of Steam people get a friend from Russia (or Brazil) to buy codes for games that are very cheap there (and pay them back somehow, mostly with paypal or other means), then they get and activate the code in their system, while hiding their locale and deceiving their system to appear as if operating from the locale of their choosing!
Not all people willingly submit to the highway-robbery level of greed, that game publishers plague us all with! Since there is not an equal, fair pricing system, lots of people do just that!
