Is cursor customization dead?

I can't seem to be able to find a good website with custom cursors that doesn't seem to have been created back in 1990 and updated till 2003
I just want to find a good looking big animated neon cursor

sorry i changed it so he can use gimp to make his own
the other one shows where he can put the cursor file after he makes it and slect it

Real World Cursor Editor is a far better tool but it takes a lot of time to make a good animated cursor set... also the neon effect is really hard to get
