How do i open the gta 4 console

~ doesn't work, insert doesn't work, 0 doesn't work, i dont numpad and ' doesn't work

How am i supposed to get the iron man mod running without the console
help i have post this 3 times in the gta 4 forum no answer and i posted this already here but 1 unhelpful answer.

Do you have the .NET Scripthook installed?
The console is not part of GTA IV but part of the scripthook.

is .net script hook a type of scripthook cause i do have scripthook installed
