It's actually a well-liked and well-made game.
"Serious Sam 3" is a good game! You just need to play it with friends.
While he IS absolutely that? I'm playing it for the first time (and am a woman who lived through the 90s) I'm getting only that the sleezeball component is tongue in cheek. It's so over the top that it is really hilarious to me at least. I haven't played SSam, no idea. But nukem is dumb and fun and that's pretty much all that most games need to be.
DNF doesn't struggle with terrible gameplay, it feels rusty but there are much worse games on Steam. The problem is developer pushes the game's lewd jokes so far that they cease to be funny, and just make you uncomfortable.
Much of it goes so far that I can't describe it here, but to give you some idea, Duke promises one enemy "I'm going to rip out your eye and piss on your brain" - which then plays out through a nauseatingly detailed cutscene. Bad enough, but far from the worst moment you're put through.
Also it took 15+ years to make and ended up feeling and looking lazy, to the point where they copy-pasted models and used the "identical twin" excuse to avoid spending a couple extra dollars on a new character model.
Serious sam 3 actually stayed true to the design of the original and it does at least feel some-what good to play despite it being a lot slower paced.
Duke Nukem Forever seemed like it was trying to stay true to its self, but it failed by having lacked faith in its self and instead making a Cod style shooter with Duke style humor thrown on top.
It's still a very solid series, and I think a new one is about to come out.
I don't have much experience with SS2, but this one seemed to be way over the top, like Saints row 4 over the top. It did feel good to play though.
Btw, the entire Serious sam collection can go on sale for less than $10. I would be patient and wait for that.

Don't forget the two weapon limit taken straight from Halo and COD.
I find it ♥♥♥♥♥♥♥ hilarious that in the cyberden, John said the reason it failed was that it didn't appeal to COD fanboys! But it's basically Call of Duke! XD
Call of Duty isn't that bad, either, the problem with COD is that every game started trying to be it. Not sure about recent titles, though.
The problem is they modernized the mechanics to be halo. Regen health, 2 weapon carry limit, toy vehicals. And it was nothing fans wanted from a duke game.
And they were so dense they left in duke joking the games he copied like the master chief armor mocking.
