Decent Shooters with RPG systems?
I was looking into this game: Eximius: Seize the Frontline, as I love shooters with a bit more depth/tactical awareness to them, but that's in EA so there isn't any progression system at the moment. I am looking for a non-bland/run of the mill FPS/TPS (preferably FPS) that has a decent progression system. I said 'RPG' in the title because that's essentially what these systems are. Whether it's leveling up, having a store to buy items & equipment or simply having an extensive tree of weapon/ability unlocks... what are some good FPS's (or TPS's) with these? Here's the caveats:

1) An absolute must is the progression/unlocks/leveling up has to be able to work and save progression offline. I do not have a connection for much of the time so I don't really want to only be able to play the game(s) without progressing anything at all for 90% of the time I play it.
2) Must be a somewhat 'deep' shooter. I only mean depth in the sense of having more to do than just move down a corridor and shoot stuff. Bioshock or the mentioned above Eximius would be good examples.
3) Must be on PC (obviously).

Some games that I would include in this list that I either cannot play (but have) or have played to death are: Gears of War 3 (has a progression system that works offline and is interesting enough), Bioshock 1 & 2 (I dislike the gameplay of Infinite, but these two meet the requirements perfectly), Unreal Tournament 2004 & 3 (both have the TitanRPG mods), ArmA 3 (with certain RPG-like mods). I would also include Doom I/II and the combo mod of RPGSE & Rogue-like arsenal in this.

Finally, two big bonuses are vehicles you can use (like UT04/3) and dual-wielding weapons (like the Ballistic Weapons mods for UT04/3). And yes... if the games you suggest require a mod to meet those requirements that's fine as long as the mod can be found for download. Doesn't really matter of it's a story-based game like Bioshock or a Deathmatch game like Unreal Tournament, as long as it meets the 3 requirements I listed.

I have plundered the internet for years to find the few games I have found that meet these requirements (with or without mods) but I figured maybe somehow I missed something older or newer you guys can point me to... and that reminds me: graphics don't matter at all, whether it's voxel gfx, old doom-like gfx or brand new GPU-melting gfx. Thanks for any help.

EDIT: Here is a list of stuff (some suggested by others) I already own and have played to death that meet most of the wishlist above:

-Please note for suggestions a lot are suggesting RPG games with FPS elements, I mean actual shooters with just an offline progression system akin to RPG elements. A perfect example of the game I am looking for is Unreal Tournament 2004/ UT3 with the Ballistic Weapons & TitanRPG mods installed. That is more or less exactly what I want (I have just played those two games with those mods to death)-

E.Y.E Divine Cybermancy
Borderlands 1, 2, 3, Pre-Sequel
Deus Ex (whole series)
System Shock 1, 2 & Bioshock (whole series)
Prey
Hard Reset
Fallout NV, 3, 4
Outer Worlds
Payday 1, 2
Hellgate London
STALKER (whole series)
Far Cry (whole series)

It's weird. It's unique. I don't think it has dual wielding.
Yeah, it has dual wielding. Dual pistols, dual swords or pistol + sword.
All the Borderlands besides 3.

Edit: yes, you literally just described the Borderlands franchise.

Yeah, it has dual wielding. Dual pistols, dual swords or pistol + sword.
Hell yeah.

And OP: Halo has vehicles and dual wielding. No RPG mechanics like experience and level up though.
WOW... thanks for all the suggestions!

@Hugsie Muffinball - I couldn't disagree more with you on Bioshock, but I have played (and love) SS 1 & 2. Those and Deus Ex series are some of my favs, but all played to death. Plus... none of them are really shooters, but thank you.

@Dahlia Hawthorne - Played all the borderlands to death but good suggestion. Should have added them to the list of stuff already owned. Thank you anyway.

@RaccoonBiceps - Yea. I looked into Warframe a while back and thought it looked awesome. Sadly, can't even play it at all without internet. Maybe one day I will have a 24/7 high speed connection and look at it or they will add an offline mode in the distant future.

@Cuttlefish - Played both, but don't own Prey anymore. Was thinking of picking it up. There isn't really a lot of guns in it, but it is decent. Thanks for the suggestion.

@Walach - Never even heard of it. Did a quick search on the youtubes and it looks.... interesting lol. I will delve further into this one tonight, even though you can't get it on steam. Thanks for the suggestion.

@Ⓥenom Ⓢnake 🐍 - Have both, like Hard Reset and enjoyed E.Y.E quite a bit... and they do meet the 'requirements' listed. Will add them to an edited 'Already owned' list on the first post, but thank you!

@⎛⎝ Cloud Boy ⎠⎞ - "Who needs another shooter when there is CSGO. Why would anyone wants RPG elements in a shooter." Well.... Why post pointless comments when you are not helping in any way, shape or form? The real answer: I dislike the far too simple mechanics of CS, CSS & CSGO and they don't meet half the requirements. Why have RPG elements in a shooter? Because it makes it more fun. Why have shooters at all when you can join the military? Why play games when you can just go out and do real things?

@Zoomii - Yea, I am not a fan (from everything I have seen) of Destiny's developer's practices for one. Two, like you said it's 'online only' so it's immediately off the table. To be fair it does look interesting and meets more or all of the wishes, so thank you anyway.

@Castyles - Does Tribes: Ascend have an offline progression/unlocks system or any sort of similar offline system? Looks interesting but the offline progression is one of the key requirements. First Rage I have and played a fair bit (pretty underrated game imo). Quake Arena doesn't have any sort of progression system afaik, does it? Especially an offline one... or a mod to add that? Only thing in the Quake series I have played is Quake 4.

I am adding all the above games I own/have played to the first post, but thank you again to those that made the suggestions. My fault for not including some of these already as "have played".
I don't know if another Tribes was released but the old one, back on the early 2000's, was pretty much offline botmatch and online multiplayer pick up and play. Good and quick mindless fun like Unreal Tournament.

Quake Arena has a "story" mode. Think of the arcade ladder of Mortal Kombat, the Carmageddon races or the tournament from, again, Unreal Tournament. You just pick a sad bastard and fight your way through the matches until the top. You unlock stuff like cheats and new characters along the way.

Just updated the first post with an example and already owned games.

@Halo_run - That is an IOS/Android game moved to Steam lol. It isn't terrible on an ipad, but feels incredibly lackluster when compared to other PC games. Thanks for the suggestion but I have played that (think it's still installed on my ipad) and despite it being weak for a PC game I think it actually requires an internet connection for the buying of new equipment, maybe even to play... did on iPad at least.

Okay, but does Tribes have an offline progression system? The one I am looking at is Tribes: Ascend on steam. is that not the one you meant?

Farcry. Especially Farcry 5 and New Dawn. Lots of guns, lots of vehicles and lots of viable playstyles. I've beaten both games using club and bows only.

And give the Dishonored 1-2 a look. They're kind of fps, stealth/magic kind of a system.

@HALO_run - maybe so but I care almost 0 about visuals. Some of the most fun I have ever had is with Doom I/II and that game is over 20 years old now, doesn't even have models for it's characters, just sprites. Gameplay matters FAR more (to me). Like I said: it's a fun, though extremely derivative, little game on iPad. Doesn't really hold up on PC (as 99.99% of mobile games don't). For Zombi.... I have had it on my radar since it got released on Steam. Never really payed much attention to it as zombie games are just so dang numerous and also derivative any more. It has a unique little gimmick, but I will stick with 7 Days To Die for now. Thanks anyway.

@Han Brolo - I love Dishonored 1/2. Played them both and the expansion/standalone quite a bit. They aren't really FPS's, but if I hadn't played them already I would buy them for sure anyway. I will sum this up quick: I dislike the FarCry games in general. Loved the original back in the day, enjoyed 2 for quite some time, but after that they just rapidly progressed into the patented Ubisoft open world formula and feel far too kid-proof (I guess that's what I am trying to say lol). They don't do anything interesting to me. If they brought back weapon degradation/jamming and got rid of the open world so vast and as deep as a bathtub then I might return. Thank you for the suggestions though.

I just checked into Tribes. I guess the newer 'Ascend' game doesn't even offer bot play? So that ones out. The older ones... I doubt they have a progression system, more so I doubt if they do they allow you to progress offline at all. If anyone can correct me on that please let me know.

Lastly... thanks to everyone so far, but I notice a lot of RPG games with some shooting being suggested. Even though, like mentioned above, I hate the FarCry games I would say that's a little more akin to what I am looking for (I get the irony lol). Just a full on shooter with some progression systems that can be enjoyed offline. Think ArmA 3 and some of it's RPG mods like Ravage. Preferably has dual-wielding and no more zombies unless it fully ticks every box lol. I have just about every popular and not-so-popular zombie game available and, I assume like many of you, am getting sick of zombies somewhat.

The core is more or less same on all platforms, but there are small and big differences

- mobile version is free to play - but there are no weapon drops and better stuff costs nanocrystals (that can be looted, but it takes a very long time, generaly mobile version is a lot slower and a lot more grindy)
- pc version contains a lot more zombies, it's faster and more active, also some few more levels and at the moment more game modes
- coop and pvp multiplayer is pc only
- pc version has a much better graphics (models, textures, lightning, some levels are a lot more detailed or even different)

so it's not just about looks, also if i just cared about the best looking thing being all i need to play games i'd never play this old gem, game play is what i was on about still up to you what you do.

If you want RPG. Play DOTA 2.

You have never heard of term Immersive Sim.

On the wiki it says that they made two more games, I remember them being about the same thing but "newer" but I never played them myself. But I don't even know you'd like the first one, I might be one of the 10 people who even remember that game in the first place! :P
