What's a good space sim game that lets you command a fleet of ships?

I want to find a game where you can command multiple ships, whether its to start like a trade empire, have a small army, etc., anybody have any suggestions?

You start out as a single pilot with a small ship and can work yourself up to own multiple star systems with trade stations and factories, running huge fleets.

Just be aware that the learning curve in the X games is very steep. But its very rewarding if you stick with it and one of the best sandbox space games that let you do nearly everything you want.
