Best way to simulate Genghis Khan is to show up at a sporting goods store in a mall wearing typical Mongolian armor, steal some football shoulder pads, an aluminium bat, and a skateboard, and skate around wailing on mall cops until you're taken down and brought in.

Mortal Kombat, there is Shao Kahn, his name sound pretty much like inspired by Genghis Khan and his goal is also the same, invasion and stuffs.

Personally i really didn't enjoy the seasons and attrition system in Attila. Potentially worth a revisit though, I only spent an hour or so playing.

RTS games reward effective use of hit and run harass but rarely have cities to raze, while 4X empire builders you can raze Qwarzm but they typically favor tech up and steamroll with conventional tactics, so I don't know of any game that would check all your boxes
Civ 5/6 and AoE2 probably come closest

And you gotta jump off the skateboard, onto a trampoline while the skateboard goes under it, jump off the trampoline while doing a flip, and land back on the skateboard! So there!

There was an old game from koei that simulated the gengis Khan era similar to romance of the 3 kingdom.

Edit : Yeah the one I played was genghis khan 2 clan of the gray wolf , if you like retro games it's fun.
