Age requirements for PayPal

Is there an age minimum to be able to make a PayPal account? I can not buy games off Steam with a Maestro card. :(

Unfortunately, there are no Steam gift cards available in Estonia.

Age 18 is the legal limit create a Paypal Account, else need your parent's assistance. This is due to binding into a legal agreement (known as a contract) upon signup. Minors usually cannot enter into a legally binding agreement.

This is why they have Paypal Student.

The parent setups both accounts...

1) They log in to their PayPal account
2) Click Products & Services at the top of the page.
3) Click View All PayPal Products.
4) Click Student Account.
5) Click Open a Student Account.
6) Follow the steps to create a Student account.
