Is it possible to activate a specific region locked game if its gifted by someone outside?
Lately, I've been wanting to play Metal Gear Rising: Revengeance on Steam, but knowing that Konami (F*ck them, right?) Japan does not approve of it's sales in Asia. (Thus disallowing the Steam page from showing up on Asia and Ireland)
So, if I were to get a copy of this game from somewhere outside of Asia (America for example), can I still activate it? (And they explicitly say that upon activation in Asia region users will face account termination)

Can you? Yes.

Are you allowed to? No.

That means I can activate it and not face account termination?

No. Your account will be at risk if you activate it.

The way region locks work is that games that are not available in certain regions would not be listed in your game library when you changed regions. But don't take my word for it. There's probably rules written about it somewhere.

People have been trying to get around the region locks ever since region locks were implemented, so I really doubt what you're trying to do will work. You either buy the game again, or go to back to the region where the game is available & unlocked.

It will be on your account but you will not be able to play it. The game is not only region locked but is also play locked to only the region it is for.

Same thing happened with Hotline Miami 2 and Australian Payday 2 players. (HM2 offers exclusive content for Payday 2 if you own the game, and the developers told them to have their friends to gift them game to them)

it is different with konami games. they are strict on region and play lock on their games.

I don't know about Konami games but I, for example, cannot buy Dragonball Xenoverse 1 in China (though Dragonball Xenoverse 2 is available) so I asked my brother in Germany to buy it for me. It worked and I can play the game without any problems.

I'm not sure if this will work, but you can also change your system locale-- basically make your computer think it's in the US or something. This is how I'm able to properly patch some of my Japanese H-games, by making my computer Japanese.
idk how region locks are governed.

if i were rich, i'd travel to the region where the game is allowed to be sold.
i'd login using an alternate steam account and buy/download/install/play the game.
when i go back home, i'd play the game on the alternate account.

i wonder how valve would restrict my playing time since:
1. i did not circumvent the region lock.
2. i bought/downloaded/installed/played the game in region where it is legally sold.
3. i went back home and played the game i paid for.
4. traveling is not disallowed.
5. i have seen players playing in one european country and relocated to another european country with no apparent steam restriction though idk if europe has region locks.

Just mad at why region locks only happen in SE Asia and not South America.

a reminder to all...

section 3 A...

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

I don't pay for censored games/locked in my region. They can shove their sh.ite up where the sun don't shine, and I certainly don't mean London. Devs who cooperate with Valve's government cooperation to help them patronising the people and censor stuff - don't get a dime from here! Who they think they are to boss me around and even expect me to pay their ample salaries in return?! LOL Nice try, it's all I can say, try a little harder next time! And if all would do the same as I do, there were no censored games possible, for there were no customers who'd ever buy it. And at the end of the day the money rules, not governments!

But tell that some game addicted, gullible idiots... they keep paying publishers and devs who kowtow and do what Valve tells them to do instead of selling the games without Steam. I'm sick and tired of the publishers' and Valve's oligopoly machinations.
