I would say...Payday 2 is very fun for that, but it's not so big spaced in the programming. Vampire The Masquerade Bloodlines is, as a very true-to Los Angeles night life simulator, however again it's not so big in the geometric sense like that; but more linear depth. Very photorealistic characters and dynamic types of tasks like investigating some guy in an apartment who didn't pay back someone, some type of renegade vampire, etc. You can have fun feeding off civilians too.
But...I can't recommend Grand Theft Auto as it's not that varied. Just Cause is like an actual ACTION game, but GTA is just kind of nonsense that makes you feel like a psycho serial killer. If they spent less time doing nonsense drug references and all kinds of hobo culture, we'd actually maybe see more features like Rico hanging off of cars, sky diving and stuff off of mountains. Not sure how that fits in GTA though...but yeah.
Otherwise, you can try and play Max Payne 1 to sort of see that life, although it's a very linear straightforward path based game. But in my experience when you're trying to RP, it's the most fun to take simple kinds of games and value the texturing, level architectures, and all kinds of cool things. Gritty snowey rooftops, cheap hotels, classic kinds of faces that make it far into the crime world and their voices etc.
Although I'd say that...for a BIG kind of fun one, there aren't too many that are very well made. Jak 2 and Jak 3 for PS2 are very fun the first few times, but for that purpose of raw destruction can get a little bit old. Warcraft 3 had some neat maps in it like Life Of A Peasant, but the new mandatory-to-get remake of it makes older maps unplayable due to network crashes. Battlefield 2 (2004) is a lot of fun in a different sense (crashing planes, bombing your teammates vehicles, stabbing, etc.), however online servers are not supported in it anymore.
Assassin's Creed 1 is a bit too grim and glum to be that kind of thing, but Assassin's Creed 2 is neat with the really high up roofs. It doesn't feature much of the civilian attacking if you like that sort of thing, but it's big and all.
Hard to find those kinds of games sometimes!
If you choose to go with it check out the 1.13 mod. It's really good and recently updates often.
Sorta overlooked and underrated. But hey it's only on the EA store.
This game is something like what I am looking for, but instead of you doing newspapers it is you doing actions that lead people to slowly start rebelling and rioting.
its kind of an old game but the graphics are quite good, might wanna try this one.
