You are probably confusing the Xbox game pass for pc with a streaming service like Geforce Now or Google Stadia and think you might have to stream it through your xbox, while you actually don't even need to own an Xbox to play.
The games have to be downloaded to be played on pc, and the specs apply to your pc build. Just like Steam for example.
Actually Xbox Game Pass covers can both console and PC depending on tier (Xbox Game Pass Ultimate is both PC, Console and includes Xbox Live Gold).
Then why would they have the PC games?
Pretty much every game in the game pass would be unplayable on most machines if they'd be emulated.
