The dev team behind it weren't disbanded, they were simply reassigned within EA. Bioware studios they had in Canada and a few in the USA were shutdown and sold off. so the EA arm that is Bioware is now only half of what it was before that.
but let's look at it the previous 4 years leading up to that point, Bioware haven't done anything special since ME2, that was the last of their good efforts, since then their main focus was on Anthem (which has been seen as a failure to the outside, but in EA as a success) and what ever else went into SWTOR, which was virtually little considering the content and how far apart new releases of context were and still are.
Now their main focus is to get that dragon age game out and devoting what little they can into Anthem and SWTOR still with only half the resources they had before Andromeda.
Since Bioware is simply a name and a name only and EA were the ones creating ME3, MEA, Anthem and so on so they can do it again at some point. It could be they are just putting it off for a few years before coming back to it when there is interest for another, never say never on the issue.
