How would you fix Pokemon gameplay?

Recently, I tried out a romhack legitimate poker man game and realized that the problem isn't the difficulty, but how the gameplay is designed. All battles boil down to spamming your strongest move and the AI doesn't offer any need for strategy.

I'd redesign it to be more like fossil fighters

You have 6 Pokemon but can only use 3 in battle and they're all triple battles, PP is changed to function as your pokemon's shared energy. Stronger attacks use more PP and Pokemon formation can be shuffled. Their placement affects their stats and can activate passive abilities.
Certain trainers would also have different strategies that would keep gameplay fresh (one trainer could use one of his pokemon as a status buffer for the other two, and another trainer could use moves that constantly rotate his pokemon)

play sword and shield, raids are extremely hard, and gym battles make you think... online is super active and it's the best the series has ever been.

Well the main games don't really have much of a "hard mode" so there's not much to do there but you should try Pokémon Blaze Black & Volt White and other edits by "Drayano" if you haven't already, they're just the same game but with enhanced battle difficulty (all gym leaders have 6 mons, they use comp. strategy, etc)

BBVW doesn't have level scaling issues? I remember Uranium jumping from 4-5 lv mons to lv 10
