I think they disable the ability to add kids videos to playlists, so that they wouldn't be added among videos that aren't kid friendly.

Changes are frustrating, all you can do is feedback to YouTube. Kids are lucrative, and narcissistic. Blame the trolls who thought it would be funny to circumvent rules because they are there or they don't like it.

If you have a toddler say bad words after leaving him with Baby Shark while you fetch him a blankie, you will stop using YouTube. You will expose him to the world, but not today.

That's the purpose of invention of all toys, distraction devices. To give the kids something to do.. I figure most parents just don't care. Either the kid is an idiot or not.
