Luck based competitive game?
Since everyone who plays games competitively hate RNG so much, is there a game where skill has no place, and RNG is the only factor of a win/loss?

Is it even a "competition" if no skill but only randomness is involved?

Wow, the only factor ... that would even exclude Monopoly. You could play
Mensch ärgere dich nicht[en.wikipedia.org], another board game.

Can't think of a Steam game where people play against each other and only the RNG decides what happens.

There's a card game on Battle.net.

That wouldn't really be competitive, that would just be a lottery.

None of the games listed in this thread have RNG as the ONLY factor.
The first round of Scissors, Paper, Rock is the ONLY game that is 100% RNG. But if two people say "Rock" then it turns into a mind-game of figuring out whether the other person will say something other than rock, and if they do, will it be paper to counter rock, or scissors, under the assumption that you would not say rock again.

Exploding Kittens. It's a card game that is solely based on luck

Not quite, there's some decisionmaking in what you play when, who you target etc, as well as the card-counting aspect that's always present in limited-deck games. Lots of luck though, yeah.

Snakes and Ladders would be my nomination. I don't think there's anything to do there other than roll the dice, at least not on the one I had as a kid - I expect there are variations. Probably quite a few kids board games work that way, really.

World of Tanks, in my experience. Game has far too much RNG and most of the mechanics are based on RNG.
I forgot all about Snakes and Ladders. That would be the ultimate RNG based game. And is that way by design, since it's a game about life. (long story)
