Trust me, it works most of time. Looking for other solutions when your issue is very complicated tend to take longer time than fixing it with reinstalling.
Also: Without knowing what games you are having problem with, chances of people being able to help you is pretty.... small.

This may be one way I got this plugin. When viewing gifs I've saved, it always tries to open them with Explorer of which, I don't use Internet Explorer to open items of the like yet, Windows, uses it automatically without my permission. I never use IE to surf the net and wish I could just get rid of it.

This is another time I've noticed COM Surrogate running in TM.
Hello, I know this thread is old, but I just found the solution. In reality, the "COM Surrogate" error occurs because you’re trying to delete an image while logged into the wrong Steam account. (We are two users, and I just deleted all the files because they were taking up too much space.) I simply logged into the Steam account that owns the photo.
