Yeah its when the umbilical cord is cut just a bit too long and so it heals protruding just a tiny bit outside the belly hole.
the belly button is simply a scar from the umbilical cord that was cut when we were all babies. all the same, it seems even the scar we are programmed to find appealing or not in some cases, that it can potentially enhance a persons physical appearance.
innie or outie is just the way part of the umbilical cord ends up after it is cut.
