Forza Horizon 4 has far more realistic steering, and realistic approach in general (no mad nitrous, has difficult skid etc.), which makes this game less mad, a bit more difficult and a bit more "serious". Of course keeping in mind that both games are still extremely arcade-ish, mad racing/driving sandboxes. It's no Motorsport. But for me personally this game is a bit less fun than The Crew 2 due to its semi-realistic approach. Oh, also this one takes place in the UK, which is quite fun, I like LHD, but after all you don't really care about the traffic there, since it's an arcade sandbox. You're taking the whole road, you know what I mean.
The Crew 2 is more arcade-ish (but driving model is still great and extremely satisfying, it's not like you never let off the gas pedal), and in general this game contains so much mad content that it's very hard to get bored. Forza is focused very much on driving in general, in The Crew 2 there's literally everything you can race with, and believe me, it's very fun to have it there. Also having an airplane makes exploration far more interesting. I also find that having nitrous in an arcade racing game is actually a good thing.
Both games have stunning graphics, beautiful environments, changing weather (I have a feeling like it has more influence on driving model in Forza than in The Crew 2), huge open world map, nice mountains, nice countrysides, nice cities etc. Both games are fun to play and to keep playing. It really depends on your taste, but I can recommend both of them. Keep in mind that The Crew 2 is way cheaper than Forza Horizon 4 (I got discounted Deluxe for 50 PLN, whilst the deluxe version of Forza costs 200 PLN even with the discount).
The Crew 2 is closer to the Asphalt 9, while Forza Horizon 4 is closer to the Grid Autosport. Both are arcade, both are mad, in both of them you do huge jumps, nice exploration, unlock tons of fantastic cars etc.
I would personally opt for The Crew 2, but I'd understand if you preferred the other one.
Don't look at the Metacritic scores, The Crew 2 got stupid notes because it started as a poor-ish beta and people were cruel. While Forza Horizon 4 is out there and is very popular (duh, you get it along with the Xbox). Or perhaps people expected more similarities, but the one is no alternative of the other. They're just different games. Also people kept comparing The Crew 2 with The Crew, which was actually pretty similar. Nevertheless, I mean, Metacritic scores do matter, but always look at the dates etc. The Crew 2 is not a bad game and deserves more than 6 (in my opinion). I'd always recommend to give it a go (especially when discounted).
An advice: you can try The Crew 2 on Uplay from time to time for free (free weekends and so). Also, you can try Forza Horizon 4 on Xbox App for €1 per first month (Xbox Game Pass for PC). Try both and see yourself. It's hard to tell one or the other. I'd personally keep playing both of them, but I can't afford Forza, so I'll stick with The Crew 2. But even if I could afford Forza, I'm pretty sure that I'd spend more time with The Crew 2 anyways. It's so freaking fun and mad.
Keep in mind that both of them are no simulators. If you want to play some proper simulator game then you should rather try some GRID, Assetto Corsa, Dirt Rally etc. There's tons of them out there. If you're not an arcade guy you won't like any of both, but presumably you'd like Forza more then.
Yeah, I know, I keep writing cause it's a wide topic, and it's a wide topic, cause it's hard to tell. As simple as that. So I'll stop here and let you decide.
I realise that exchange of experience might help, but yet I don't get those people replying "I think A is better than B, I haven't played B though". You're making this forum garbage to be honest. Please at least try to be more constructive.
In Crew 2 Ubisofts greed shines through, they even make you pay if you want to change the color of your car or put a livery on.
