Hard to answer. I don't know of any.

It seems like an idea to build two cities at the same time on the same map. Even though you could annoy each other by building roads towards each other's territory. Which the other player can't remove. And you may end up wanting to build an army. But that´s not my idea of a city builder.

I think the word ´good´ can be left out, because I have not idea what that is. If I knew of a ´bad´ one, I would have recommended it too. If the city builder has mod support, you could consider that multiplayer perhaps. No... that´s not right either.

You would expect someone to give you an answer for the sake of giving an answer..

I don´t see why you would not be able to have a multiplayer Sim City game. Where both could build at the same time. Even though you could never win.
But I´ve never seen it.

Typically city-builders are singleplayer, although sometimes they let you build and then upload/share creations for other players to use. I can't think of any serious builders that are MP, outside of Minecraft-y or 7 Days to Die types, and those aren't MMO-server things. So it depends on your definition of city-builder I suppose.

There's the Stronghold Kingdoms online, where you can build castle towns, but that's more RTS vs. city-building, imo, and I have no idea if it's any good. Mixed reviews.

I wouldn't call ot "good", but didn't Sim City 2013 have a multiplayer component?

I think there was also a network version of Sim City 2K that allowed multiple people to control different regions of a city, but I have no idea how hard it is to find or how well it would work on DOSbox.

iirc the network edition was purely a windows 95 release. it supported tcp/ip, so to work these days it should just need some kind of a patch for basic compatibility stuff

Not exactly a city builder, but likely appealing to similar audiences: Factorio has coop/multiplayer.

+1 for Minecraft. Team up with a BFF or significant other on a local LAN server and reshape the world in your graven image... together.
