Cannot uninstall a program

I have downloaded Nielsen Online to get some money in return, which I did so all is fine there.

The problem right here ist that I have uninstalled it witch the Control Panel etc., but it is still running in the background which is freaking annoying.

I hope you can help me.

1) Start > Control Panel > Uninstall a Program > "Nielsen Online" or "Nielsen"
Search for the "Control Panel" under Windows search and look under "Programs and Features".

2) Under your web-browser(s) > Tools (could be 3 dots) > Extensions or Plugins
Search for any browser extensions and remove or disable them.

3) C:\PROGRA~1\NETRAT~1\NetMeter\NIELSE~2.EXE /uninstall /notsilent

4) Download and install Spybot - Seek and Destroy (free edition is fine to manual run):

Run a full anti-spyware scan and view results when complete. This will detect lots: any malware, spyware, and even minor website cookies tracking you. Clean selected highest risk or all.

5) Start > Search for "MsConfig" and select "System Configuration". Check under the "Services" tab here, but be careful if stopping or disabling them. Check under the "Startup" tab > "Open Task Manager" > Then check the "Startup" tab under the Task Manager, again check but be careful about disabling. This is more to confirm it's removal and force it if still no luck from the above. Do NOT disable any Windows services.

That pretty simple, You just have to delete the folder in safe mode and that about it.

I mean, a last resort of course, but when was the last time you formatted? If you had not done so in a year or more, you can kill 2 birds with one stone so to speak.
