I think the big 4 was limited to those 4 because it was the rise of thrash, but most specifically, American thrash. I agree they should be considered along side the big 4 as pioneers of thrash, but I think the only reason the big 4 were notable and grouped together was because they were American bands who all came into the scene at the same time, when most of all the big metal bands were European at the time.
Also those 4 bands (especially slayer, metallica and megadeth who were all from the same area) had links to each other, whether it was playing together in the past, or just simply knew each other well, and likely influenced from each other.

Because sepultura was in South America, it took them longer to be widely recognized by the world. The rise of South American metal really didn't hit the big times until just after the American metal bands rose in the 80s.
