Snape was not more evil than James. James was worse in facxt because James was an hypocrite ♥♥♥♥♥♥♥, Snape at least was coherent with his own morality and opinions and did not do evil or cruel things for cheap reasons
Also Sectumsepra could have been a spell meant to fight against enemies only when it was strictly necessary.
Sectumsempra could have been a spell meant to hurt people and Snape could have created it but not to use it in a cheap way. Snape was not evil imo. He could have been cruel, biased and so on but he was never evil, James was, evil irresponsiblew and idiot. Snape maybe hated common people (people without magic powers) but he wouldn't have done evil things against them without good reasons.
People can be biased but at the same time know what they are not supposed to do and know what is wrong and unfair.
Snape was like that imo.
He was much better than James.

Sure Potter used it against Draco and later on Snape used it against George Weasley. So Since Snape used it in combat... its not that innocent spell afterall.
