Yeah, but you can chat, join groups, and participate in discussions on Steam. As well as buy games and other stuff. It's like Facebook and Messenger, but for gaming.
Discord does have moderators, depending on how the channel is set up. I follow a few GTA RP streamers on Discord, and they all have moderators of some kind.

Basically, to my knowledge: Steam has staff. Those staff are moderators/admins/staff. Basically, they take care of the platform. It's like... let's say group moderators. They moderate their single group. Meanwhile, Steam moderators moderate the platform and make sure no rules are being broken.
