maybe there is region coding and the video is not regularly available in your area.
The message "This video is restricted. try signing in with a google apps account." can be referring to signing into the teacher account to allow the video, because it's blocked as not suitable to be watching there.
Websense endpoint security also has a Youtube educational video filter, which can limit the selected viewing of videos.
There's also a restricted mode option on your Youtube account itself, which can just be toggled (under your account icon > restricted mode).
There's a different message if it's due to your country region: "This video is blocked by your country".
There's also been auto-disabling of comments and certain videos in regards to children/teens, as they go about cleaning up questionable adult comments. It's however been affecting the kids channels more than the possible creepy adults so far. Which is ironic as an adult should be managing a child's channel under the age of 13 anyways.
and google has probably already done everything needed to limit access to material that was used from copyrighted sources. meme's are still allowed but they can't use material from sources that have been copyrighted any more.
