it basically means you pay to release a player from the contract he has with his club and go straight to negotiations with him.

and you can put an insanely high one on your own players so other clubs won't steal them from you. it already happens in real life, for example real madrid puts ones on their players that go from 100m to even a billion that way they control their players, get it now?
