is a vogmask able to filter out neighbor smoking
anyone have experience with filtering stopping the vape/smoke that works

Never used the brand before, but I have a variety of masks due to allergy and respiratory issues that I use. You might want to check their technical page to determine if that fits what you're looking for:

As far as I can tell they should be okay with filtering out what you're looking for:

Shoot the company an e-mail and inquire about the conditions you're dealing with and I'm sure they could point something out that would work.

I remember seeing "smart" masks that you can hook up to an App that will tell you which paths have the best air to breathe. I might be looking into a vogmask too since I'm allergic to cigarette smoke and it triggers severe asthma. At the moment, I just use a common doctor's/dentist's mask (since I have a huge supply of those, wife is a dentist).

I would personally get a Dyson Purifier Fan:

While it can be expensive, it monitors and removes 99.97% of all allergens and pollutants from the air as small as 0.3 microns. You can have fresh outside air pumping into your room, without the rest of it.

You won't be filtering out thc.(and why would you want to?)
cause a heart beat of 110 for an hour at a time is bad

Just how much they vape on your neighborhood? If there's some vapor or whatever those devices put out, it can't be even noticeable, unless there's 12 people there constantly vaping. If you live in urban area you already inhale all kinds of pollution everytime you go outside.

This point cannot be stressed enough! I'd go so far as to say "If you live in an urban area, you have no idea what fresh air is!"

Still, I'm guessing the OP lives above the offending neighbour?

It circulates the air, so you need to give it airflow to be fully effective.

For example: An open window behind or near it, with the fan directing the air across the room to another open window or door. Else if you have an Air Conditioner in the room and flow it across the hallway down to another room, while keeping all the windows in the house closed.

It still sounds like exaggerating amount the vapor there is in the air. What i have seen coming out of those vape thingies, its less vapor than there comes out of in hot cup of tea.

Smoke from tobacco could be serious annoyance, especially in summer times, but i honestly wouldn't be bothered if someone vaped next to me all day long. Though now that i think about, it would mean someone would be near me all day long, so in a way it would bother me lol.

Low thc content won't do this.and only smoke indicas.(start low and go slow.)
the neighbors dont they are intense and do it most of the night till 11 pm
and our family has no right to breathe apparently theres no protections

I can see things from OP's perspective. Two of my neighbours smoke and I live in a house. One neighbour is fine however my back neighbour smokes something so heavy that is does become unbearable if I'm out doing the gardening or whatever. I don't complain and respect that others have a right to smoke but I will just go back inside the house until the airways are cleared.
