I need help formatting a 64GB flash drive to fat32

A few month's ago I accidentally formated my flash drive in my Wii U and I put my PS3 back up yesterday and the drive won't work because it'll only recognize fat32 and I tried to put it in fat32 through Windows but fat32 won't show up does anyone know a tool or something to get my 64GB flash drive to fat32?

Oh I heard of that I'd put Windows 10 on a 8 GB drive but I may get made fun for this but would Rufus or the gnome partitioner trip anti-cheat software?

No. With rufus there is no install needed it just runs from the exe.
