Why Aren't Players Spawning Where I Want Them To? (Minecraft)

So I'm creating my own public Minecraft server, and I want to move the spawn point to a place high up in the air (Not on top of a mountain), like Skybox except different layout and with walls, and I did switch the spawnpoint but it keeps spawning me below the area that I want it to spawn in, but the spawnpoint moved along the X and Z axis, just not the Y axis (Up and down)

Does it only spawn you on blocks not placed by players?

That is obvious, it's the spawnRadius fault. That is an area 20 wide, so if where OP wants spawn to be, and game picks off to side, sees a non safe spot, it will spawn them below. Set spawnRadius or use a command block is the only fix.

For some reason it didn't work, I even covered up that little hole and killed myself and I still didn't respawn in the box

The Y axis won't go to where you want it, the y axis automatically go the 1st lowest open space possible which in ur case if below where you set the spawn point
