Pegasus is horse with wings and flying. Unicorn is horse-shaped thing without wings with one big horn in front and all kind of magical properties. They sere at no time were supposed to have any relation to each other and AFAIK are not even in the same mythology, so your why question is moot.

Pegasus is a unique creature, and it's a personal name, whereas unicorn is the whole mythical race.

Wings are not Horizontal, they are Longitudinal!
