Yes you can copy games from one steam library to another
After you copied it, you press "install" on steam, and it will check which files are already on your HDD
After that's done you can play the game

I hear the anti-cheat could ban me for doing this. Is that true?

who said that? All you are copying the same files that were downloaded from steam. You can't get banned from that. Unless the files you are copying were modified by the person using that PC.... maybe then.... so just make sure you trust the person you who gives you those files

You can't play the game without buying it on an account, if that's what you're trying.
If you hard-copy the files to another PC and start installing, it will find them.

You're welcome good sir. I did this many times, when I had to reinstall Steam for example, or reinstall Windows, or if I wanted to move a game from my SSD to my HDD and so on.... it's safe to do and a lot faster than downloading the game.

Better idea: Delete all cancerous files.

Where do i copy the files? Steam doesnt detect the game and it still wants to download it even when the game is in my pc.

When you press "Install" in your Steam client, a window pops up and on that window you can see a line saying "Install here:" and there you have the option to choose where to install the game. You have to copy the game files to the same place where you will choose the install location.
So for me if I were to choose "D:\SteamLibrary" as my install location, I would have to copy the game files there before I start installing the game on Steam.
