We can also call manga is sub category of cartoon comics.
For people who don't care it's probably the same thing. Like for somebody who don't care about videogames a platformer and a turn based rpg are both the same and think people playing them are just wasting their time.
Weeb is like mentally handicaped kid for life, though.

Anime is a somewhat separate artform. They are certainly related/similar, but they also come from completely separate cultures.
To my knowledge, the Japanese don't even make that distinction. In our western world, we associate "Anime" with a specific drawing/animation style, maybe with the vastly superior storytelling as well. In Japan, "Anime" -- as far as I know -- is just anything animated.
Things get mixed up even more because of how they are used. Cartoons are usually seen as targeting children; the same cannot be said for Anime. However, that's not a core property of whether something is cartoon or Anime -- there ARE cartoons for adults, they just aren't that common as western TV has the idea that you get your saturday morning cartoon show for kids, and everything for adults has to be real video.
Just different words for animation. Some Western animation is for kids, some is for adults and vice versa with Asian animation. There's a lot of crossover though because everything influences everything else.
Because of memes and internet culture anime is considered to be this weird alien thing by a lot of people but not really, it's just cartoons.
