Do you have an antivirus application? That might be causing the issue if so.

I don't think Windows Firewall would be blocking it by default.

No I just installed Windows Server 2016 and installed IIS along with it and its blocking the port for some reason, the only anti vrius it has currently is Windows Defender.

Ah I see. Yeah, Windows Server is much more restrictive.

Try this out and see if it works:

Try port forwarding in your router.

Thats not the problem as its local network, port forwarding is if I want to make my website avalable outside of local netowrk that is intenret, but I already port forwarded it correctly, as I said earlier if I turn of firewall it works if I have firewall on it doesn't.
firewall:
settings advanced:
inbound connections:
new rule:
port option

As I said I done that but my firewall ignores that rule for some reason, only way is to disable the firewall which I don't want.
you might have a rule before the port one that is blocking the program.exe

Alright how do I check what rule can be causing this issue?
thats hard part lol
you can try adding a rule that specifically allows what you want through see if that works
if not you have to dig around

How do I "specifically allows what you want through" I already allowed port 8080 for both TCP and UDP, I checked Domain, Private and Public profiles I allowed edge traversal and I also set remote port to 8080, if you can give me a step by step on what I need to do, please do, or if you have any usefull links please send them.
