The Hammer Map Editor might let you import the model though...
That won't do you any good. There isn't a full scale model of the Citadel in the game files. Just a Skybox model (which is like a miniature) and a section of the citadel that's combined with world geometry in the Citadel chapters.
Lore wise though, the Citadel is supposed to be a few kilometers tall both into the sky and the ground.
There aren't any known dimensions for the Citadel as far as I know, aside from height and it being "a few kilometers" wide.
it does extend a good bit below the surface as well, and i think the interior maps might not be to the scale of the exterior of the building, but don't quote me on that.

You could calculate the height from an in-gaem view looking up at the citadel's peak, via trigonometry.
This would require knowledge of the horizontal separation and that the difference between ground elevation of the building & observer is known. Also height of Freeman (or at least Player eye perspective). Also, you would need to have the console output the actual pitch angle of observation.
