If it were me in your position i'll pull the plug and get paypal involved immediately. don't wait around, get your money back.
There are legitimate 3rd party sellers of steam keys like humble and fanatical. You shouldn't let your impatience and desperation for wanting something blind you to take such actions without thinking, that is what these parasites prey on.
I started the process of refunding the money 19 hours ago, when the game delivery period expired. Now I can only wait for paypal to talk to them and if they do not respond in 6 days, escalate the controversy with all the evidence
