They would have to expand their ranks dramatically and establish new chapters all over the US in my opinion, and that would involve them taking that directive seriously, or at least a majority of them.
But then again I really ain't into fallout lore but they always seemed cut off to me.
The OG Western BoS, who are xenophobic, distrusting of anyone outside their bunkers, and who view all advanced tech (weapons or otherwise) as their rightful property.
The Eastern BoS, who splinted off from the Western BoS after Elder Lyon's group came to the Capital Wasteland in D.C. (Fallout 3), who all believe it's their job to help locals out with their advanced tech, as well as recruiting outsiders into the BoS.
It's basically 1 xenophobic group and 1 xenophile group, the OG BoS distrusts outsiders while the Eastern Sect lets them in, the two would never recouncile, not to mention I believe the Western BoS cut communications off with the Eastern group as well.
Not much is known about the Midwestern BoS though outside of Fallout Tactics, which may or may not be canon.
If any chapter of the BoS stands a chance at increasing in power though, it's the Eastern BoS, they recruit outsiders instead of relying on their own children alone for new soldiers, which gives them a numbers advantage. They also at least have a massive airship, just like the Midwestern BoS did, and access to recovered Enclave Tech (Vertibirds), whereas from what we see in Fallout 1 / 2 / New Vegas, the Western BoS has not acquired tech of that magnitude from the Enclave, likely due to the New California Republic sweeping in on the only Western Enclave base, the Navarro Oil Rig, and taking everything.
I'd suspect that if either side met each other the East would probably just flat out fight the Western BoS and "Reclaim" it that way, thus unifying it under one idealogy.
... I personally shotgun Maxson in the face until I have to murder my way through that stupid blimp, every time I play. God I hate that guy and his xenophobic, technophobic spew.
