For a Processor it's a measurement of Core Clock. When you know the Core Clock and the IPC of a CPU, you have a very good idea of how powerful that CPU is. And because AMD Ryzen and Intel Core have about the same IPC, Gigahertz is a good shorthand way to compare CPUs.

IPC X Core Clock X Physical Cores + 40% for each Hyperthread = CPU Performance.

Gigahertz means how many gigs of ram you a hurting.

Maybe. They're close enough that a stock 2700X and 8700K will bench about-equal in modern games. Assuming good multi-core support. It's not a big gap anymore.

there would still be a noticable gap with an overclocked 8700k, and games aren't gonna saturate all cores of a 2700X which would put it just a bit ahead of an 8700k if all of its cores were saturated. im waiting for zen 2 that will come out in 2019 and hopefully the ipc gap gets really short, since intel's new processors probably wont have any significant gains besides adding on cores

Fair point. Especially if you de-lidded the 8700K. I'm running mine at 5.0 GHz and it's quite comfortable.
